
110 young civil servants and parliamentarians from 42 countries graduated from a unique educational program dedicated to the Russian model of state and municipal governance, its features and advanced solutions.
«Under the leadership of Vladimir Putin, a truly unique system of public administration has been created in Russia, based on effective personnel social elevators. Its competitiveness is confirmed by the sincere interest from all over the world: developing countries of the Global South, post-Soviet countries, European countries. We are ready to share this experience. During a week of intensive work, the school participants received practical knowledge in the areas of digitalization, territorial development, team management and youth policy - now they will be able to adapt these solutions in their countries. But another result is no less important: during these days we created a community of like-minded people. They took a new look at global processes, found common ground and, I am convinced, will be guided by similar values in their decisions and future work,"- said Dmitry Ivanov, Director General of the World Youth Festival Directorate.
Parliamentarians and civil servants from Mali, Costa Rica, Venezuela, Brazil, Mexico, Nigeria, Serbia, Italy, South Africa, Montenegro, Bosnia and Herzegovina and many other countries came to the WYFD Summer School in the Senezh Management Workshop of the presidential platform “Russia –Land of Opportunity” to adopt Russian management experience.
«The Russian model is a model of success for our country. Participation in the summer school is an opportunity for us to learn about the success of the Russian model in order to apply it at home. What inspired me most was the team spirit, verticality, patriotism and respect for values. I will draw inspiration from this to instill discipline, team spirit, patriotism and respect for the law in our youth. Participation in this event is very important for my country, because we are a developing country and our history is similar to that of Russia. Foreign powers are fighting against us, and we are going to develop our country according to the Russian model. This event is very informative and will have a positive impact on our relations with Russia,”- said a participant in the WYFD Summer School, First Secretary of the Parliament of Mali, Maiga Amadou.
The educational program for the participants of the Summer School was compiled taking into account the current tasks and challenges of our time. The main topics were public administration, territorial development, youth policy, team management, leadership and international youth cooperation.
«I was inspired by the fact that Russia pays great attention to digital governance and vertical youth policy. For example, the integration of public services in Russia with digital platforms is impressive – the State Services portal is a model that I would like to adopt. I believe that elements of the Russian system can enrich the participatory structures in Mexico. Of course, I will use the knowledge gained in my legislative activities and work to empower young people in Coahuila. Moreover, we are close to the ideas promoted by Russia: Mexico deeply respects sovereignty and is increasingly inclined to the idea of a multipolar world order based on dignity and common values. Programs like the Summer School are vital for creating international connections between young leaders and exchanging best practices. These programs strengthen mutual understanding and create opportunities for cooperation that go beyond traditional diplomacy,”- shared his impressions Antonio Attolini Murra, Member of Congress of the State of Coahuila, Mexico.
The Summer School lecturers and experts included representatives of federal and regional executive authorities, leading state corporations and scientific centers of Russia, including the Director of the Department of Information and Press of the Russian Ministry of Foreign Affairs Maria Zakharova, the General Director of the Institute for Internet Development (IRI) Alexey Goreslavsky, the General Director of ANO Dialog Vladimir Tabak, the co-founder and General Director of SMENA, the founder of Design Weekend Artem Geller and many others.
«This platform is not only a chance to establish contacts with young public administrators from other countries, but also an undoubted opportunity to adopt practices of supporting young personnel in the public administration system that exist in Russia. I was especially interested in the platform "Leaders of Russia", which I really wanted to learn more about and apply in practice in our country. The Russian Federation is a strategically important partner of Kyrgyzstan. Being one united USSR, we had one policy, one values, and one common Victory. And now many traditions of Kyrgyzstan intersect with some subjects of the Russian Federation," - said Aisuluu Kanybekova, Senior Inspector of the Customs Cooperation Department under the Ministry of Finance of Kyrgyzstan.
The program placed special emphasis on interactive formats and practical events: master classes, reflective and foresight sessions, team projects and research. «Russia has rich experience in various fields. I was most interested in digital (Gosuslugi), team building, and the vertical of youth policy. Of course, we will try to create similar projects together with Russia here in Palestine,” - shared Odai A. M. Hanun, a member of the Khyber Pakhtunkhwa Provincial Assembly of Palestine.
A special place in the program was occupied by cultural events aimed at familiarizing the participants with the rich cultural code of Russia. They saw excerpts from the famous ballet productions "The Nutcracker", "Don Quixote" and "Waltz of the Flowers", sang songs around the campfire, took part in the sports game "Trail of Heroes", and went on a tour program around Moscow.
«My motivation for participating in the WYFD Summer School stems from the same reasons that prompted me to attend various events in the Russian Federation: a genuine interest in getting to know the Russian world and culture, as well as a strong commitment to re-establishing dialogue and mutual cooperation between Italy and the Russian Federation. I believe that such initiatives truly embody the spirit of a multipolar world. The emerging architecture of international relations is no longer shaped exclusively by official actors, but increasingly includes representatives of civil society and people from all over the world, who are, ultimately, the real actors of history and global interaction. In the case of my country, Italy, participation in such programs is particularly important. It allows non-governmental organizations to express and promote the views of a significant part of the Italian population - views that support friendship and cooperation with the Russian Federation", - said Carlo Di Martino, member of the political party "Risorgimento Socialista" of Italy.
Deputy Director General of the presidential platform "Russia – “Land of Opportunity” Dmitry Guzhelya held a project session for participants "Adaptation of leading Russian social franchises", based on the unique experience of the presidential platform "Russia - Land of Opportunity".
«Over the years, we have created unique solutions that have proven their effectiveness in a variety of areas - from education and volunteering to entrepreneurship and social development. The projects "Leaders of Russia", "Flagships of Education", "Competence Centers", "Professional Development" and others are united not only by their scale, but also by proven methods of adaptation to various audiences and local characteristics. The main thing is that we focus on practical benefits: participants receive not just knowledge, but ready-made tools for implementing their ideas - from educational programs to post-project support. As part of the project session, the teams of the Summer School for Public Administrators were offered to apply this successful experience in an international context, taking into account the specifics of partner countries - their requests in the field of education, technology and social initiatives. The participants not only demonstrated deep analytics and a creative approach, but also clearly confirmed the universality of Russian cases, their ability to solve global problems. Therefore, we are convinced that the combination of proven Russian practices with the initiatives of foreign colleagues will open up new prospects for international cooperation," - said Dmitry Guzhelya.
The result of the work of the Summer School participants was a collection of the best global practices of public administration and parliamentarism, which is based on Russian experience and mechanisms for its adaptation for different countries.
«I am interested in social lifts, digitalization and the youth policy system in Russia. I would like to apply the experience of involving young people in public life and develop digital solutions to improve the quality of public services and the comfort of citizens of South Ossetia. Moreover, such programs help to better understand the culture and traditions of Russia, strengthening friendship and cooperation between our countries. The key guidelines of Russia's domestic and foreign policy are close to me and my country - sovereignty, spiritual and moral values and multipolarity, as they reflect the desire to develop and respect cultural traditions. The course was very useful and gave practical knowledge that I plan to use to develop youth initiatives in my country. Conducting such programs is necessary, as they form new connections, transfer experience and promote dialogue between countries,” - said Deputy Head of the Presidential Administration of the Republic of South Ossetia Alan Tibilov.
In addition to new knowledge, competencies and methodological manuals, the participants of the Summer School take away positive impressions of Russia and a deep understanding of its values, attitudes and guidelines. Moreover, intensive team-building activities allowed the participants to get to know each other better and form a community of young public administrators guided by common values and principles.
The arrival of the Summer School participants is organized within the framework of the flagship program of Rossotrudnichestvo “New Generation”.
Overview:
The World Youth Festival took place on March 1–7, 2024 in Sirius, according to the Decree of Russian President Vladimir Putin on the development of international youth cooperation. The WYF-2024 brought together 20,000 young leaders from 190 countries.
On the instructions of the President of the Russian Federation, the WYF will be held in Russia on a regular basis – once in six years. Also, every six years 10,000 young people from all over the world will get together at the World Youth Festival Forum, and in between, international themed assemblies for 2,000 participants will be held under the auspices of the WYF. The first Assembly is scheduled to take place in September 2025 in Nizhny Novgorod. Festival events of various formats will be held in Russia annually.
According to the instructions of the President of the Russian Federation on the preservation and development of the Festival legacy, the World Youth Festival Directorate continues the work aimed at strengthening international youth cooperation.
