A meeting between Grigory Gurov, Head of the Federal Agency for Youth Affairs (Rosmolodezh), and A Dong, First Secretary of the Secretariat of the Central Committee of the Communist Youth League of China, have taken place at the Rosmolodezh office. The parties discussed priority areas of bilateral youth cooperation, including within the framework of the Years of Russian-Chinese Cooperation in Education and the Children's Movement, Russian and Chinese multilateral youth projects, and the platforms of international organizations: the UN, the SCO, BRICS, and the G20.
Grigory Gurov noted the traditionally close ties between the Russian Federation and the People's Republic of China in youth cooperation.
"Youth policy is one of the significant areas of Russian-Chinese cooperation. For many years, Rosmolodezh's key partner in China has been the All-China Youth Federation, and we are also glad to strengthen our ties with the Communist Youth League of China. We have many areas of joint work with our Chinese colleagues. In April 2026, on the sidelines of the UN ECOSOC Youth Forum in New York, we met with Liu Kai, Deputy Secretary-General of the All-China Youth Federation. In June, as part of the Years of Russian-Chinese Cooperation in Education, an educational program was held at the Mashuk Knowledge Center, with 22 Chinese citizens taking part. We also held meetings in Wuhan during the World Youth Development Forum, which brought together more than 500 representatives of UN agencies, youth organizations, and young leaders from more than 120 countries. Today, following the meeting with Comrade A Dong, we agreed to continue developing bilateral youth exchanges in patriotic education for children and young people, entrepreneurship, scientific and technical cooperation, and interregional partnership, as well as within the framework of China's BRICS chairmanship in 2027," emphasized Grigory Gurov.
The Russian side was also represented at the meeting by Artem Fomin, First Deputy General Director of the World Youth Festival Directorate, and Artur Orlov, Chairman of the Board of the Movement of the First. The Chinese side was represented by officials from the Embassy of China in Russia.
The parties discussed in detail the prospects for cooperation within Russian and Chinese multilateral projects, and in particular exchanged views on the outcomes of the World Youth Development Forum in China and the largest international youth event of 2026, the International Festival of Youth, held in Ekaterinburg in September as part of the Youth and Children national project. The importance of in-person meetings for young people to get to know one another and establish friendly and professional ties was emphasized.
"As many as 351 citizens of China took part in the World Youth Festival 2024 in Sirius. Thirteen young Chinese participants came to the WYF Assembly in Nizhny Novgorod, and for the recent International Festival of Youth in Ekaterinburg, more than 320 applications were received from China. Eighty-seven representatives of China took part in person, along with an official delegation led by Xiaofei Tian, Deputy Secretary-General of the All-China Youth Federation. We see young Chinese people's desire to get to know our country better and to build friendly, and often professional, ties with their Russian peers. Outside of festival events, the Directorate's task is to support the development of the connections that have been established between young people of the two countries, to create conditions for their professional communication, and to support the ideas voiced at the Festival so that they grow into real projects between the youth of both countries. In addition, we intend to expand the Russian-Chinese dialogue by involving more and more young people from both countries in joint projects," noted Artem Fomin, First Deputy General Director of the World Youth Festival Directorate.
The dialogue also touched on the prospects for developing the international children's movement.
"The Movement of the First is focused on raising a young generation ready to contribute to the development of a multipolar world. In May of this year, the heads of our states signed a joint statement intended to take strategic partnership and cooperation to a new level. One of the key issues here is the exchange of experience between the youth of Russia and China. It is a powerful tool for mutual understanding, bilateral development, and building a reliable foundation for long-term cooperation. Today we discussed how the agreements reached can be put into practice. I believe that meetings like this are an important step in strengthening the work of our organizations, building trust, and jointly facing today's challenges," commented Artur Orlov, Hero of Russia, graduate of the Time of Heroes presidential personnel-training program, and Chairman of the Board of the Movement of the First.
It is worth noting that the meeting took place ahead of the 27th session of the Russian-Chinese Commission on Humanitarian Cooperation, to be held in St. Petersburg in October of this year under the chairmanship of Tatiana Golikova, Russian Deputy Prime Minister, and Shen Yiqin, Chinese State Councillor. At the session, Rosmolodezh and the All-China Youth Federation will present the results of their joint work over the past year and sign the protocol of the 16th session of the Subcommission on Cooperation in Youth Policy.

The World Youth Festival was held from March 1 to 7, 2024, in Sirius pursuant to a decree issued by Russian President Vladimir Putin. It brought together 20,000 participants from 190 countries and established a community of young leaders willing to take responsibility for the future of their countries.
To preserve the legacy of the World Youth Festival 2024 and further develop dialogue among young leaders, international youth events in Russia are held on a regular basis. In 2025, Nizhny Novgorod hosted the World Youth Festival Assembly, bringing together 2,000 participants from 120 countries. In 2026, Ekaterinburg hosted the International Festival of Youth, which brought together 10,000 young leaders from 191 countries.
