President Approved List of Instructions Following Meeting with World Youth Festival Participants

President of Russia Vladimir Putin has approved a list of instructions following his meeting with participants of the World Youth Festival, which took place on March 6, 2024, in the Sirius federal territory.

According to the Presidential decree, starting in 2030, the World Youth Festival will be held in Russia every six years, bringing together up to 20,000 participants from around the world. Also, every six years, the International Youth Festival will be held in the country, with up to 10,000 young people from Russia and abroad. The first event is scheduled for 2027. Furthermore, annual international youth-themed gatherings for 2,000 participants are to be organized.

“The World Youth Festival demonstrated a significant demand among young people from various countries for international cooperation and engagement based on the principles of polycentricity, mutual respect, and search for a balance of interests. Thanks to the instructions of the President of the Russian Federation, the development of the international youth community, with Russia playing a consolidating role, is gaining a systemic framework. The World Youth Festival Directorate will continue its work to preserve and extend the legacy of the World Youth Festival 2024 in various formats. In the near future, we are planning to transform the Festival’s Cultural Partnership programme into International Friendship Clubs across the country”, said Daniil Bisslinger, Director General of the World Youth Festival Directorate.

The Cultural Partnership programme was successfully implemented during the preparation and hosting of the World Youth Festival 2024. 30 regions of the Russian Federation actively established partnerships with the countries that participated in the Festival through regional programmes, introducing international youth to the history, culture, and traditions of Russia. According to the decree, senior officials of Russia's regions, in collaboration with Rosmolodezh (the Federal Agency for Youth Affairs) and the World Youth Festival Directorate, are recommended to continue implementing this programme to maintain regular cooperation with international participants. The programme will evolve into International Friendship Clubs in all 89 regions of the country, which will partner with the 189 countries that participated in the World Youth Festival 2024.

Expanded international efforts will impact nearly the entire youth ecosystem in Russia. International tracks will be integrated into the educational programmes of federal year-round youth educational centers, including the Senezh Management Workshop, the Meganom Academy of Creative Industries, the Mashuk Knowledge Center, the Talent and Success Educational Fund, and the Sirius University of Science and Technology. Events featuring participants of the World Youth Festival 2024 will also be included in the agenda of the BRICS Youth Summit 2024.

Vladimir Putin also gave instructions on the establishment of an international association of children's organizations, to be founded by the “Movement of the First”. The programme for bringing young representatives from political, social, scientific, and business circles of foreign countries to Russia is to be expanded, allowing them to participate in Rosmolodezh’s events. They will also have an opportunity to take part in a grant competition and present socially significant projects in the humanitarian sphere.

The Presidential instructions also mandate the development and implementation of a programme for the Sirius federal territory to expand its capabilities for hosting the World Youth Festival. 

 

Overview:

The World Youth Festival took place on March 1–7, 2024 in Sirius, according to the Decree of Russian President Vladimir Putin on the development of international youth cooperation. The WYF-2024 brought together 20,000 young leaders from 190 countries.

In the future, the World Youth Festival will become a platform for the development of a permanent international youth movement aimed at creating a just multipolar world. The WYF will be held in Russia on a regular basis – once in six years. Also, every six years 10,000 young people from all over the world will get together at the International Youth Festival, and international themed gatherings and events will be held under the auspices of the WYF.

The World Youth Festival is organized by the Federal Agency for Youth Affairs (Rosmolodezh). The WYF-2024 was operated by the World Youth Festival Directorate.
